Then all the elders of the town nearest the body shall wash their hands over the heifer whose neck was broken in the valley, and they shall declare: “Our hands did not shed this blood, nor did our eyes see it done. Deuteronomy 21:6-7
Read Deuteronomy 21 and you will see how God handles some unique situations to provide for and protect his people. The first is what they were to do if someone was murdered and they could not determine who did it. The priests from the nearest town were to kill a heifer in place of the unknown murderer and declare that none of their people had committed the murder. What was the point? I think it shows that there is a price for sin, but also shows how God wanted those who mourned to know their loss was not taken lightly. We worship the God who takes care of the details. He wants to assure you that your every loss, your every pain, is noticed. God cares.
